AUGUSTA, Maine (AP) - A bill that seeks to lower Mainers' bills for electricity and heating has won a 12-1 vote of support in a legislative committee, enhancing its chances of passage by the House and Senate.

The Energy, Technology and Utilities Committee voted Friday for the bill, which incorporates parts of numerous other proposal. It would increase funding for energy-efficiency efforts and provide financial assistance to help low-income families switch to more affordable heating systems.

Under the bill, the state would partially finance pipeline construction in southern New England so more natural gas can get into the regional electric grid. That would help reduce Maine's electricity rates.

The bill doesn't include two things Gov. Paul LePage wanted: scaled-back wind-power goals and removal of a 100 megawatt cap in the state's renewable energy portfolio.
