MONTPELIER, Vt. (AP) - Vermont Gov. Peter Shumlin has asked U.S. Secretary of State John Kerry to require a detailed federal environmental review if the owner of an oil pipeline than runs through Vermont seeks to reverse its flow and move so-called tar sands crude oil from Montreal to Portland, Maine.

Deputy Natural Resources Secretary Justin Johnson tells Vermont Public Radio the administration is concerned that extracting and burning tar sands oil would add to climate change and the state would be hurt if a pipeline ruptured and spilled the oil.

The head of the Portland Pipe Line Corporation has said there are no current plans to reverse the flow of the pipeline, but he's open to new business and that the pipeline could safely carry tar sands oil.
