A girlfriend told police this morning that her boyfriend was held up with a gun. That happened around 9am. Police said she fled the scene with her baby.
When police arrived on scene, they found Oliver in a second floor apartment actively shooting out the window.
Police urged people to stay away from the downtown area as they dealt with the situation.
As Oliver fired many rounds into downtown, a tactical team went in the building. Shortly after they entered the building, the shooting ended and an arrest was made.
Police had diverted the Fourth of July parade away from the scene.
