Police have charged Christopher Van Der Zee, 25, of Hollis, with refusing to submit to arrest or detention.
According to a police report, officers in the area heard squealing tires and observed a large plume of smoke near Pine Street around 2:00 a.m. Wednesday morning.
When an officer approached a pick up truck, Van Der Zee ran out of the vehicle and toward the river.
Police tried to catch him as he ran between two buildings on Pine Street.
Biddeford and Saco Police and Fire Departments, along with State Police, searched the river and nearby wooded areas until 3:30 a.m., but could not find Van Der Zee.
At around 6:00 a.m., he turned himself into police.
