AUGUSTA, Maine (AP) -- Maine Gov. John Baldacci is using his weekly radio address to make the case for his $79 million bond package proposal, which he hopes to put before voters in June.

Baldacci's proposal includes $62 million in bonds for highway, port and rail projects, including preserving 240 miles of track operated by the Montreal, Maine and Atlantic Railway in Aroostook County. He says the transportation element would create 1,000 jobs alone.

The proposal also includes smaller amounts of money for clean water, environmental and energy projects. It must be reconciled with a similar version proposed by lawmakers.

Baldacci says he understands some people are concerned about borrowing. But he says "now is the time to make investments in jobs, and to put people back to work quickly."
